McDowell will take the seat formerly held by late Bainbridge city councilman Joe Sweet, who passed away in December 2016 at 79. His seat was left vacant for the past 11 months.

Bainbridge Mayor Edward Reynolds, councilwoman Glennie Bench and councilman Phil Long, all incumbents, were uncontested in this election and will serve another term.
