Man arrested for drugs, tased while resisting

Louis Ousley was arrested Thursday and charged with possession of a controlled substance, possession of firearms by a convicted felon and obstructing or hindering officers.

Public Safety Officers Jason Hayes, Chris Avery and Jessica Richardson were dispatched to Pinecrest Mobile Home Park Thursday morning in reference to a suspicious vehicle.

When the officers arrived on scene, there were two vehicles parked on the side of the road with the lights off, one of which turned the headlights on when the officers arrived.

Officers made contact with the four people occupying the vehicle. According to the initial report made by Hayes, he could smell the odor of “green” marijuana coming from inside the vehicle.

The driver, Kim Ketterer, and front passenger, Ousley, were both asked to step out of the vehicle. When Avery asked Ousley about the marijuana and advised him to put his hands on the vehicle, Ousley began to reach in his pocket. According to the report, Ousley was advised to keep his hand out of his pocket, but he continued. At this point, Hayes wrestled Ousley to the ground.

According to the report, Ousley began to get up and continued to actively resist. Avery then used his department issued taser to dry stun Ousley in the upper right leg.

Hayes and Richardson searched Ousley, and found a white “sack” containing suspected contraband, according to the report. There were two zip lock baggies containing an off white rock substance inside the sack.

A firearm was also found under the seat that Ousley had previously been sitting in.
