Billy was a lifelong resident of Gadsden County and lived on the family farm in Dogtown for over 80 years. He was a devoted member of Hopewell United Methodist Church for many years. He served for 18 months with the First Calvary Unit Motor pool for the Army in Japan from 1947 to 1949. Upon his return to Quincy, he worked with his mother on their family farm with chicken and egg production until 1970. At that time, he began his career with the United States Postal Service in Tallahassee working with the special delivery unit. After retiring from the postal service in 1995, he dedicated his time again on the family farm to working with his cows and pecan trees which he tended daily. He also enjoyed spending time with his wife Rosa Lee and his grandchildren.

Billy was the only child of the late Bill and Elsie Woeber Wiggins. He is survived by his two children; Stephanie Harris (Jimmy) of Quincy and Herbert Wiggins (Sandi) of Chipley, as well as his four grandchildren; Will and Emilee Harris, and Colby and Caleb Wiggins. He is also survived by many other loving relatives. He is preceded in death by his wife of 54 years Rosa Lee Cox Wiggins, his parents Bill and Elsie, and his brothers and sisters in law: James and Nadine Cox, Frank and Bonnie Cox, Mary Frances and Arylis Parramore, and Ralph and Doris Cox. The family greatly appreciates all the love and concern over the past months, especially the care of his devoted caregivers and friends Sharon, Connie, and Jennifer.
