ADVERTISEMENT FOR BIDS

Sealed Bids for the Striping, Signing, Raised Pavement Markers, Warning Signs and Pavement Markings on
43.66 Miles of County Roads, Decatur County, Georgia will be received at the offices of the Decatur County Board of commissioners, Decatur County 203 West Broughton St., Bainbridge, Georgia, 39817 until 2:00 p.m. o'clock legal prevailing time on Tuesday, June 4th, 2013 at which time they will be opened and read aloud. No bid may withdrawn after the closing time for the receipt of bids for a period of sixty (60) calendar days. There will be a mandatory pre-bid conference on Tuesday, May 28th, 2013 at 2:00 p.m. at the Decatur County Administrative Office, 203 West Broughton Street, Bain

The Work to be Done consists of furnishing all materials and equipment and performing all labor necessary for the stripping, signing, raised pavement markers, warning signs and pavement markings on 43 .66 miles of various County roads within Decatur County, Georgia. All work shall be completed in accordance with Georgia Department of Transportation standards and specifications unless otherwise stipulated.

Plans, Specifications and Contract Documents may be obtained from Dennis Medley, Public works Director, and 1201 Airport Road, Bainbridge, Georgia. Bonds: All bids must be accompanied by a bid bond in an amount not less than ten percent (10%) of the amount bid. The successful Bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount.

The surety company on the contract performance bond shall be a surety company authorized to do business in the State of Georgia. Said bond and surety shall be subject to approval by the attorney for the OWNER.

Payment of the Contract amount will be made on a periodic basis on applications for payment from the
contractor and approved by Decatur County staff based on work accomplished, products furnished and any
products stored at the site. Such progress payment requests shall be submitted by the contractor no later than the 25th day of each month during the term of the Contract and shall be paid by the Owner within thirty (30) days after receipt of approved progress payment requests, less the retainage and other deductions provided in the Contract Documents.

Owner's Right: The OWNER reserves the right to reject any or all bids, to waive informalities, and to rebid.

Decatur County Industrial Air Park
BAINBRIDGE, GEORGIA

Sealed bids will be received by the Decatur County Board of Commissioners, 203 W. Broughton St., Bainbridge, GA 39818 on Tuesday, June 18th until 10:00 AM Local Time and at that hour opened and publicly read aloud for the improvements to the Airport as listed herein. Please also note that bids will only be considered by those bidders and subcontractors currently pre-qualified with the Georgia Department of Transportation.

PROJECT DESCRIPTION

The work consists of furnishing all labor, equipment, and materials and performing all work in strict accordance with the plans and specifications for:

WWII HANGAR RENOVATION
(including, but not limited to, the following items: remove & replace missing/damaged wall panels, refinish sliding hangar doors and restore to operable condition, remove & replace up to seven (7) man doors, clean/prepare/prime/paint exterior surfaces, remove & replace missing/damaged window panes, clean/refinish window frames, remove & replace non-salvageable or repair salvageable roof panels, replace gutters & downspouts, seal roof)

The location of the work is at the Decatur County Industrial Air Park, Bainbridge, Georgia.

Prospective bidders should read the following instructions carefully before submitting their bids. For each item on the bid form there is a space provided for the price to be shown in numerals and words. All notations must be in ink. Totals read at the opening of bids are not guaranteed to be correct and no final award of contract will be made until the bid and extensions have been verified.

A pre-bid meeting will not be held for this project.

A Bidder's bond must be executed on the form furnished by the Owner, and the required bond, cash, cashier's check, or certified check must accompany each proposal in the amount of 5% percent of the total amount of the proposal. A 100% performance bond and a 100% payment bond will be required of the Contractor at time of contract execution. A Georgia Resident Agent must countersign all bonds from a surety company authorized by law to do business in this State pursuant to a current certificate of authority to transact surety business by the Commissioner of Insurance; no bond shall be approved unless the surety is on the United States Department of Treasury's list of approved bond sureties.

The successful bidder will be required to provide the Owner with the affidavit required by OCGA 36-91-21 (e).

All work under the contract shall be completed within Ninety (90) calendar days from the issuance of the notice to proceed. Please note that neither GDOT nor Decatur County shall issue a notice to proceed prior to approval of all shop drawings.

Liquidated damages for the delay in completion will be incurred at a rate of $150 per calendar day.

Payment will be made monthly on completed work. Retainage will be held by the Owner to a maximum of ten (10%) percent of each progress payment.

A non-refundable deposit of $150.00 is required for the plans and bid documents. Construction Plans and Specifications may be obtained at the office of the Engineers.

Envelopes containing bids must be sealed, addressed to the undersigned and marked as follows: "Bid for Construction at Decatur County Industrial Air Park, Bainbridge, Georgia. Croy Engineering Project.1206.01.” Bids will be required to remain open for acceptance or rejection for Ninety (90) calendar days after the date of opening of bids.

DBE OBLIGATION. The bidder shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 9.75% percent of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). In the event that the bidder for this solicitation qualifies as a DBE, the contract goal shall be deemed to have been met. Individuals who are rebuttably presumed to be socially and economically disadvantaged including: women, African American, Hispanics, and Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. The apparent successful competitor will be required to submit, with the bid, information concerning the DBE's that will participate in this contract. The information will include the name and address of each DBE, a description of the work to be performed by each named firm, and the dollar value of the contract. If the bidder fails to achieve the contract goal stated herein, it will be required to provide, with the bid, documentation demonstrating that it made good faith efforts in attempting to do so. A bid that fails to meet these requirements will be considered non-responsive.

Contractor and Subcontractor must state affirmatively that the firm has registered with and is participating in a federal work authorization program in accordance with the applicability provisions and deadlines established in O.C.G.A. 12-10-91.

Decatur County, in accordance with Title VI of the Civil Rights Act of 1964, 78 State. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Depart¬ment of Transpor¬tation pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvant¬aged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The bidder must have at his disposal the necessary equipment to put on the project when notice is given to begin work and to do the work within the time specified. The proposal of any bidder will be rejected if the award of the work for which the proposal is submitted, may, in the judgment of the Owner, affect the workmanship, financing, or progress of other work awarded to the bidder in the same letting or other work which the bidder may have under contract.
