ADVERTISEMENT FOR BIDS
Sealed Proposals for the Construction of Cell No. 4 Labor and Materials, Decatur County Solid Waste Facility will be received at the Decatur County Administrative Offices, 203 West Broughton St., Bainbridge, Georgia, 39817 until 3:00 p.m. legal prevailing time on Wednesday, July 17, 2013 at which time they will be opened and read aloud. All bids must be sealed and clearly marked “Construction of Cell No. 4 Labor and Materials” and submitted to the attention of Beverly King, County Clerk. No bid may be withdrawn after the closing time for the receipt of bids for a period of sixty (60) calendar days.
The Work to be done consists of furnishing all materials and equipment and performing all labor necessary for the Construction of Cell No. 4 HDPE geomembrane liner, Decatur County Solid Waste Facility. The Owner is also requesting proposals for labor to weld various HDPE leachate pipes, including making connections to existing landfill cells. Finally, the Owner is requesting bids on "materials-only" for 60 mil HDPE sheet, pipe, geocomposite drainage media, geotextiles, leachate collection stone and other ancillary construction materials.

Bid documents with plan sheets in Adobe "PDF" file format are Twenty-Five Dollars $25.00 per set. Bid documents with plan sheets in AutoCAD "DWG" file format are Fifty Dollars $50.00 per set.
Bonds: All bids for labor must be accompanied by a Bid Bond in an amount not less than ten percent (10%) of the amount bid. The Successful Bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. The OWNER will submit separate purchase orders for material items. BID BONDS ARE NOT REQUIRED FOR MATERIAL ONLY BIDDERS.
The surety company on the contract performance bond shall be a surety company authorized to do business in the State of Georgia. Said bond and surety shall be subject to approval by the attorney for the OWNER. PERFORMANCE BONDS ARE NOT REQUIRED FOR MATERIAL ONLY BIDDERS.
Payment of the Contract amount will be made on a periodic basis on applications for payment from the contractor and approved by the engineer based on work accomplished, products furnished and products stored at the site. Such progress payment requests shall be submitted by the contractor no later than the 25th day of each month during the term of the Contract and shall be paid by the Owner within thirty (30) days after receipt of approved progress payment requests, less the retainage and other deductions provided in the Contract Documents. Further details concerning the payment provisions of the Contract are contained in Article 14 of the General Conditions of the Contract Documents. Payment for “material only items” shall be within thirty (30) days upon receipt of materials and all approved certification documents.

Sealed Proposals for the Well Abandonment & Installation for MSW Cell No. 4 and C&D Cell No. 1 at the Decatur County Solid Waste Facility will be received at the office of Ms. Beverly King, County Clerk, Decatur County Board of Commissioners 203 W. Broughton Street, Bainbridge, Georgia 39817 until 3:00 p.m. legal prevailing time on Wednesday, July 10, 2013. All proposals must be clearly marked “Well Abandonment & Installation for MSW Cell No. 4 and C&D Cell No. 1.” Absolutely, no proposals will be accepted after 3:00 p.m. No proposal may be withdrawn after the closing time for the receipt of proposals for a period of sixty (60) calendar days.

All work must be completed in conformance with the facility's Design & Operations (D&O) Plan, Georgia EPD's Manual for Groundwater Monitoring, and the Georgia Rules for Solid Waste Management, 391-3-4-.14.

Qualifications of Bidder: Each proposer should have completed similar well abandonment and installation on at least three (3) other MSW or C&D Landfill projects. Please provide reference information for three (3) recent well abandonment and installation projects on either a MSW or C&D Landfill. Please provide documentation the driller performing this work has a current water well bond filed with the Water Wells Standards Advisory Council and also that this project will be under the supervision of a Professional Geologist or Geotechnical Engineer licensed to practice in the state of Georgia.

The Decatur County Board of Education is soliciting sealed bids for a designated amount of .17 acres of the parcel of land owned by the Decatur County Board of Education described as
All of that certain tract or parcel of land lying, situate and being in Bainbridge, Decatur County, Georgia, that is bounded on the north by Evans Street, on the east by property of Edwards Reynolds, on the
south by property of Jon McRae, and on the west by property of
Decatur County Board of Education.
